Question : Call Failed several times when making an outgoing call iPhone 4

I get constant Call Failed messages when attempting to make an outgoing call from my iPhone 4. The issue started happening about 3 weeks ago. AT&T originally said there was a problem in the area, but it should be fixed soon. Now they say all towers are up and running, but the problem still happens. Ive had Apple replace the phone, but the problem still happens. Never had any issues with AT&T coverage/service in my area, never a dropped call. Most calls are made at home which is less than a mile from the AT&T tower. Now I think it might have started with the release of 4.3??

This is almost always a network problem. Do you use the AT&T Mark the Spot app to report a problem each time it happens?
Dropped calls? Theres an App for That!
